9. Should mega-banks be broken up?

J.P. Morgan Chase’s loss of $2 billion has many people asking if regulators can even keep up with the complex operations of enormous banks. “They are too big to regulate,” said Sheila Bair, former chairwoman of the Federal Deposit Insurance Corp. “Can anybody really manage that [a bank like J.P. Morgan], much less regulate it appropriately?” An MIT professor echoed her: “Such banks have become too large and complex for management to control what is going on,” Simon Johnson said. But others disagree. “If a bank can earn $18 billion a year and $22 billion the next year, why in heaven’s name would you say it can’t be run?” asked bank analyst Dick Bove. Should the federal government break up mega-banks into less risky, more supervise-able operations? Or would meddling in a big bank’s business cause more problems?
